How it’s counted

A site counts as running out when it has a planning permission for 10 or more homes that expires within the next 12 months and no commencement notice has been lodged for it. It counts as expired when that permission ended in the last two years without a start. Each site is one permission; one replaced by a later grant, or still under appeal, is left out. A permission lasts five years from the grant unless it says otherwise (Planning and Development Act 2000, s.40). Homes are the number granted.

A commencement notice can be missing or matched to the wrong permission, and an extension of duration may not yet show in the data, so check the planning file before relying on a single site. This is a count of public records, not a view on any site’s value.
