What this means for a buyer

A planning permission lasts five years from the grant unless it says otherwise (section 40 of the Planning and Development Act 2000). It can be extended under section 42, but only if substantial works were done before it expires, which rules out a site where nothing has started. An owner facing expiry must build, apply again or sell. The old permission is then a precedent for the next application.

How long does planning permission last?

Five years from the date of the grant (s.40 of the Planning and Development Act 2000), unless the permission sets a longer period.

Can an expiring permission be extended?

Yes, under s.42, by up to five years in total, if you apply before expiry and substantial works have been done. A 2025 route for unstarted permissions closed to new applications in February 2026.

What happens when a permission lapses?

Any part not built becomes unauthorised. The owner needs a new permission; the lapsed grant is still a useful precedent for it.

What counts as "running out" on this list of sites in Dublin City?

A permission for homes that expires within twelve months with no commencement notice lodged, or one that lapsed recently without a start.

Are these sites for sale?

Not necessarily. None is advertised here. These owners have a deadline, which is when many decide to sell.
