What this means for a buyer

A permission gives five years to build (section 40 of the Planning and Development Act 2000), and the s.42 extension needs substantial works before expiry, so an unstarted permission has a clock on it. Some owners got permission to sell with it. Others can't make the numbers work at today's costs. Both may take an offer or a joint venture, and the permission de-risks the planning.

Are these sites for sale?

Not necessarily, and none is advertised here. The owner has permission and has not started, which is often when a sale or joint venture comes up.

How long does the owner have to start?

Five years from the grant unless the permission says otherwise. Each row shows the expiry date.

Can the permission be extended if nothing has started?

Not under s.42, which needs substantial works before expiry. A 2025 route for unstarted permissions closed to new applications in February 2026.

How do you know nothing has started?

No commencement notice matches the permission on the national building control register. A notice can be missing or mismatched, so treat it as a strong hint, not proof.
